Managed the design and construction of a three-story 86,500 s.f. design-build maintenance facility which serves non-revenue vehicles for L.A. Metro’s Red and Purple lines. Located in the Arts District and adjacent to the iconic 6th Street Bridge, this building was designed to complement its surroundings. 

​The Location 64 building features a rail maintenance shop, Rapistak storage area, offices, and rooftop parking shaded by photo-voltaic canopies. The project is expected to achieve LEED gold certification.
John has 30 years of experience in capital project management in a variety of roles including program controls manager, contractor’s project manager, and owner’s resident engineer. Starting his career literally "in the trenches" leading contractor crews, he mastered cost and schedule control, construction contract administration, and the development of program, project, and construction management procedures while working on dozens of diverse projects. John has retained the small construction company imperative of doing more with less even as he progressed to leadership roles on multi-billion dollar capital programs.

John has published research papers on empirical models he developed to solve real-world problems like producing more accurate cash flow projections and construction contract cost forecasts.

Manage the cost and budget controls team on this massive capital program.  The team develops budgets, coordinates grant funding and reporting, develops cash flow and staffing projections, and produces cost reports. The team is also responsible for processing contract commitments and payments on professional consultant and construction contracts.

Johnny is a graduate Civil Engineer with project experience that has progressed from manual labor and internships to a position as a contractor’s project engineer/assistant superintendent and, currently, an owner's office engineer. He has taken on a variety of roles in public works and private design and construction project management. 

​As a project engineer, Johnny was directly involved in the contractor's management of subcontractor trades, RFI and submittal production and resolution, change order preparation and negotiation, quality control, and project closeout.  As an office engineer, Johnny works to efficiently administer a bridge construction contract while representing an owner agency.

In each of his engagements, Johnny has quickly progressed into independent and/or leadership roles driven by his technical competence, work ethic, and strength of personality.


Managed the project controls team on the $1.4 billion 1996 Measure B Transit and Highway Improvement Programs.  Developed program cost and document control systems and assisted in the implementation of an integrated SAP/ Expedition project controls system.  Managed the program controls team which developed budget, cash flow and staffing projections; and produced cost, schedule and progress reports.  
Tim has 25 years of experience in cost management and software development, successfully delivering projects and programs in both the engineering & construction and software industries.

Most recently Tim has focused on developing powerful yet elegant homegrown tools, working in concert with enterprise solutions. With these tools, a small team can cut through the clutter of reporting on cost, cash flow, and staff utilization across numerous projects and large programs.


Prior to joining Rowe & Associates, Tim was co-responsible for the day-to-day operations of a consulting Joint Venture of AECOM and Mott MacDonald, and served as Project Manager for the AECOM employees working under the Joint Venture.
